A longer initial term locks the discount in for longer
Because the discount applies once, to the initial purchase, the length of that first term determines how long you pay the reduced rate. A 48-month term discounted by 20% holds that price for four years; a 12-month term holds it for one.
The sensible limit is how long you will actually use it. Prepaying four years for a project you abandon in six months is a worse outcome than paying renewal rates on a shorter term, and hosting refunds beyond the initial refund window are generally prorated at best.
Renewal pricing is where budget hosts make their margin back
